Soon after the early settlers arrived in Utah Valley they began changing the Utah Lake Drainage Basin by digging ditches, creating canals, channeling the Provo River and building dams. Today the Utah Lake drainage basin supplies water to Salt Lake and Utah counties and there are multiple water rights and users as a result. Water in the lake basin fluctuates now more than it did historically which affects aquatic plants. The state engineer has a distribution plan for the waters of the Utah Lake Drainage Basin which are managed accordingly.
